Appeal your assessment

If the city’s Tax Year 2027 value looks too high, you can challenge it for free, in two stages. First, a First Level Review with the OPA (the Office of Property Assessment), due by September 1, 2026. Still disagree after that? A formal appeal to the BRT (the Board of Revision of Taxes), due by October 5, 2026.

How to act on this (all free)

  1. Check the facts on your record at property.phila.gov.
  2. A fact is wrong? Tell OPA through the property inquiry page.
  3. Disagree with the value itself? Ask OPA for a First Level Review (FLR). The form comes in the mail with your new assessment notice, or you can request one from OPA.
  4. Still disagree after the review? File a formal appeal with the Board of Revision of Taxes (BRT), due by October 5, 2026. Get the BRT appeal forms and documents.
  5. Bring your report from this site, photos, and any repair estimates as evidence.
